  2. In one bowl, whisk together flour, cornstarch, baking powder, baking soda, salt, and spices.
  3. In another bowl, mix vegetable oil, sugars, eggs, vanilla extract, pumpkin puree, and milk until smooth.
  4. Gradually add the dry ingredients to the wet ingredients; gently fold in mini chocolate chips.
  5. Fill cupcake liners two-thirds full and bake for about 15 minutes or until a toothpick comes out clean.
  6. Cool before frosting with chocolate buttercream.
